California English Learner Roadmap
Approved by the State Board of Education in 2017, the English Learner Roadmap provides guidance for educators in serving students designated as English Learners, engaging them meaningfully in learning, and developing their multilingualism. The Roadmap centers on four principles:
1. Assets-Oriented and Needs-Responsive Schools
2. Intellectual Quality of Instruction and Meaningful Access
3. Systemic Conditions That Support Effectiveness
4. Alignment and Articulation Within and Across Systems
Implementing the Roadmap requires the engagement of everyone in the school community, from teachers to students and families to specialists and school leaders. The Roadmap casts a vision for a system that embraces cultural and linguistic diversity and works to sustain and develop students’ unique identities.
