The Head Start/Early Head Start program (serves children 0-5) is designed for low-income families and is based on the philosophy that a child benefits from a comprehensive interdisciplinary program which fosters optimum growth and development and which remedies problems through a broad range of services. Involvement of the child's entire family, as well as the community is critical. It is the program staff’s firm belief that children develop in the context of their family and culture. Thus, the program endorses the fact that parents are the primary socialization agents, nurturers, and educators of their young children. Staff work in close partnership with parents and community partners to assist parents in developing and utilizing individual and family strengths toward the successful attainment of personal and family objectives. The YCOE HS/EHS Policy Council, which is comprised of participating parents and community partners provides evidence of parents’ participation in all aspects of programming children’s activities to direct involvement in policy and programmatic decisions.
 
Recruitment of children/families is a systematic process that ensures the most vulnerable and disadvantaged population is served. Intensive recruitment for fall enrollment begins the previous January of each year and continues throughout the year. Recruitment is done on an outreach basis using a variety of methods:
 
  • Media (e.g., newspapers),
  • Fliers, brochures, newsletters, and posters
  • Door-to-door canvassing
  • Mailing lists, and
  • Information booths
